Under the general supervision of the City Administrator, the City Secretary is responsible for attending and recording the proceedings of official meetings of the City and is the manager and custodian of official records. The City Secretary administers the Oath of Office, attests contracts, assessment certificates, other legal documents when executed by authorized officers of the city and maintains custody of city seal. The City Secretary serves as the election official for all city elections and performs other duties as may be required by the City Council or state law. The City Secretary certifies acknowledgement of all applications for permits or licenses to sell alcoholic beverages within City limits. In addition to these duties, The City Secretary also serves as Director of Finance which includes general ledger, payroll, financial reporting, budgeting, internal auditing, external auditing coordination, grant coordination, and special projects.

Mrs. Studdard began her career with the City of Nash in March 2010. She has 20 years of office management experience as well as over 15 years of financial and accounting background with related job history. Jennifer is a member of the Texas Notary Association, Texas Municipal Clerks Association and TMCA Northeast Texas Chapter. Jennifer is a Texarkana native and is married to Steven Studdard. Together they have five children: Christian, Mason, Stephanie, Dylan and James Wesley.
